Education Minister promises action before world disability day

On November 21, 2014, CBM’s Include Vidya campaign was flagged off by Honourable Shri. Kimmane Rathnakar, Minister for Primary & Secondary Education, Government of Karnataka. The event provided a grand platform to discuss the issues of children and persons with disability in Karnataka.

Speaking on  the occasion, Shri. H.R Umesh Aradhya, Chairperson, Karnataka State Commission for Protection of Child Rights, explained about CBM’s Include Vidya campaign. He said “Persons with  disabilities  do  not need sympathy; what they need is equal opportunities “. He also emphasized the importance of accessibility issues and requested the education minister’s attention towards addressing  these issues.

Shri. K.S Rajana, Karnataka State Disability Commissioner, Directorate of Disability and Senior Citizens, shared his journey as a person with a disability. He asked everyone to respect people with disabilities and try and provide them with the education and job opportunities that they are entailed too. He also asked government to take serious action against the contractors, specially those who do not implement accessibility construction work based on government guidelines. 

The Honourable minister accepted the petitions presented by CBM INDIA and partners and  promised to take immediate action without any further delay. On the stage, the minister instructed the accompanying officials from the education department to send an instruction to all district officials “Not to honor any bills from contractors those who have not followed accessibility guidelines during construction”. He also assured that a meeting would be organised with government officials of various departments and NGOs to analyse and address the issues of children with disabilities based on the recommendations present. The tentative day proposed by the minister was 1st of December, 2014 which is before world disability day 2014. 

Other eminent guests present at the occation were Shri B. N Vijaya Kumar, MLA, Jayanagar Shri. Adoni Syed Saleem. Karnataka State Project Director, Sharva Shiksha Abhiyan (SSA), Shri. B. Somasheker, Member BBMP and Ms Rajani Gopalakrishnan, from CBM India.

Other core member organizations supporting this campaign are  PARIVAAR, IAR India, Parjayathana, KPAMRC, Disability Network Alliance (DNA), SAMA foundation, Seva-in-action, GASS and Rotary

The way forward

As requested by the Education minister Shri Kimmane Rathnakar, CBM India team with partner organizations will form an expert group to discuss the issues related to inclusive mainstream education for children with disabilities.
 
Further to the launch of “Include Vidya” campaign in Karnataka, district level events will be held till the end of December 2014 in Chamarajangar, Dodballapur, Chitradurga, Vijapur, and Kalaburugi districts. All the activities will be planned around the central theme of “inclusive education”. SSA has given instructions to Deputy Director of Public Instruction (DDPI) to make this event successful.  Discussions have been held with the SSA Director and others in which they have offered to provide continuous support for the campaign.
