CBM India advocates for national CBR plan for people with disability

Ms. Stuti Kacker, Secretary, Ministry of Social Justice and Empowerment & Disability Affairs addressing the delegates those took part in a consultation meeting organised by CBM in collaboration with National trust. Representatives from nine state governments, members from disabled people organisations and experts from national & international NGOs participated in the meeting.

Community Based Rehabilitation (CBR) can be an appropriate strategy to achieve the principles of the UNCRPD in India, especially in marginalised communities. CBM India along with other stakeholders proposed the strategic plan to implement CBR in "Mission mode”.

Consultation meetings were organised on 2-3 May 2013 (Pune) and 22 May 2013 (Bangalore), in partnership with National Trust to discuss and obtain common understanding on the draft plan. The final draft is in progress and soon the plan will be presented to Ministry of social justice and empowerment.

National Strategic plan on CBR for India

CBR can be an appropriate strategy to achieve the principles of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) in India, especially in marginalised communities in both rural and urban areas. India has some excellent CBR programmes, mainly in the non-governmental sector.

Despite these efforts, CBR promotion in the country has been sporadic, random and limited to micro levels. For example, the District Rehabilitation Centre (DRC) scheme, District Disability Rehabilitation Centres (DDRCs) and the National Programme for Rehabilitation of Persons with Disabilities have had limited impact in terms of coverage of underserved areas. In order to reach all people with disabilities, Indian government should incorporate CBR in their programs.

CBR in Mission Mode

CBM India along with other stakeholders proposed the strategic plan to implement CBR in "Mission mode". This will support the plan to have clearly defined objectives, scopes, and implementation timelines and milestones, as well as measurable outcomes and service levels. This helps the project to obtain its unique identity within the National Plan that specifically focuses on community based rehabilitation for people with disability.

CBM India’s contribution in CBR Mission

Following the 1st CBR World Congress, held in Agra in November, 2012, Government and NGO's are eager to have national wide CBR program to reach all people with disability.  Following discussions with the Ministry for Social Justice and Empowerment and the National Trust, CBM was requested to take the lead in developing a plan for National Strategy on CBR.

CBM India in collaboration with renowned CBR expert, Ms Maya Thomas developed a draft document on CBR Strategy. The draft describes the origin of CBR, the situation of CBR in India, government initiatives and the need for a mission mode.

CBR Mission consultation

CBM organised consultation meetings on 2-3 May 2013 (Pune)  and 22 May 2013 (Banglore) in partnership with National Trust, chaired by Ms. Stuti Kacker, Secretary, Department of Disability Affairs, under the Ministry of Social Justice and Empowerment. The meetings were held to discuss and obtain common understanding on the draft document.
